On Earth Day, Governor Pat Quinn signed Exeuctive Order 11. This Executive Order covers the topics of Waste Prevention, Energy Efficiency and Conservation, Water Quality and Conservation, Sustainable Transportation, plus Education and Outreach. The Green Government Coordinating Council is responsible for the implementation of this Executive Order. The P2 Programs at the Illinois Environmental Protection Agency and Illinois Sustainable Technology Center (on behalf of the University of Illinois) were involved in crafting the Executive Order and will be involved in overseeing the progress of the Order throughout state government, as well as colleges and universities in Illinois. The Pew Center on Global Climate Change was established in 1998 as a non-profit, non-partisan and independent organization. The Center’s mission is to provide credible information, straight answers, and innovative solutions in the effort to address global climate change. Extensive information is available on the Center’s web site and organized into section on Global Warming Basics, Science & Impacts, Technology Solutions, and Economics. Information is also organized by policy level, including International, U.S. Federal, U.S. States & Regions and Business. The home page features links to hot topics, facts & figures, an overview of what’s new, and brief summaries of Pew Center initiatives. An e-mail newsletter and RSS feed are also available to help you keep up-to-date with new developments.

It’s holiday time again, which means you’re probably going to buy at least one gift for someone, as well as items for celebrations and holiday meals. You may wish to consult Consumer Reports Greener Choices web site, which provides information to help choose more environmentally friendly products. Articles and “green ratings” are available for the following product categories: Appliances, Cars, Electronics, Food & Beverages, and Home & Garden.  Within these sections, you’ll find links to articles, information on conservation of resources (such as energy, water, fuel, etc.), resources for shopping greener, and information on recycling and disposal. The “Hot Topics & Solutions” section of the site includes the Eco-labels Center (which helps you interpret what product labels really mean), the Electronics Recycling Center, the Global Warming Solutions Center, and sections on Energy, Water, and Waste.

The “Toolkit” section includes calculators to help save energy, water, and money, as well as a Toxics Search tool to find out whether there’s a potential for exposure while using a particular product, and how that can affect your health. The “Community” section of the site includes links to Consumers Union campaigns, forums and resources for further information, as well as blogs on cars, food safety, green homes, and safety.

On October 6, 2008, Governor Jennifer Granholm of Michigan signed a bipartisan renewable energy package that will reportedly “create jobs, diversify Michigan’s economy, and save customers money on their electric bills by ensuring that the bulk of Michigan’s future energy needs are produced from renewable energy resources and energy efficiency savings.”

The three-bill package includes a renewable portfolio standard (RPS) that mandates 10 percent of the state’s energy come from renewable sources by 2015, regulatory reform that protects Michigan ratepayers and allows utility companies to build new electricity generation in Michigan, and a requirement that utilities meet an additional 5.5 percent of Michigan’s annual electricity demands through energy efficiency by 2015. The package also includes an income tax credit to offset a portion of ratepayers’ investments in renewable energy for Michigan and a “net metering” law that allows customers to sell renewable electricity they produce at their homes or businesses to their utility companies.

October is Energy Awareness Month, so we turn to a trusted source for information on industrial energy efficiency for the site of the month. The Industrial Technologies Program (ITP) leads national efforts to improve industrial energy efficiency and environmental performance. ITP is part of the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy and contributes to its efforts by partnering with U.S. industry in a coordinated program of research and development, validation, and dissemination of energy efficiency technologies and operating practices. In the Industrial Technology R&D section of the site, learn more about cost-shared support to R&D partnerships addressing key energy intensive industries (aluminum, chemical, forest products, glass, metal casting, mining, petroleum refining and steel) which account for a full 75% of industrial energy consumption and represent the largest opportunity to increase energy efficiency in the industrial sector. The Crosscutting Technologies section of the site deals with key technologies widely used in the energy intensive industries and improving efficiency in these processes. The Best Practices section includes information on plant assessments (such as the Save Energy Now program), software tools, training and publications.

Note that applications are currently being accepted for the Save Energy Now Assessments. Only manufacturing facilities in the United States and territories are eligible for a Save Energy Now energy assessment. To be considered for an assessment, applicants must complete and submit the online application form. All assessments will be completed by December 31, 2008. Applications will be selected based on overall energy consumption.

It’s that time of year again. As students go back to school to focus on the three Rs, school districts and technical assistance providers may want to focus on the two Es (energy efficiency). The Great Lakes Regional Pollution Prevention Roundtable (GLRPPR) has developed a Topic Hub on Energy Efficient Schools and Students that describes energy efficient practices and research available to schools and introduces resources that support changes in operations, maintenance, and behavior. Numerous ways exist to reduce escalating energy costs and this Topic Hub assembles guidelines and comprehensive energy programs, identifies educational efforts and case studies, and provides examples of best practices for schools. A “Curricula” section identifies energy related instructional materials and standards-linked K-12 curricula for classrooms.

The United States Business Council for Sustainable Development (US BCSD) is a non-profit association of businesses whose purpose is to deliver highly focused, collaborative projects that help its members and partners demonstrate leadership in the United States on sustainable development and realize business value. US BCSD leverages member participation and partner support to serve five platforms of activity — By-product Synergy, Ecosystem Services, Value and Supply Chain, Energy and Climate Change, and Water Resource Management. In addition to information on each of these activity areas, the US BCSD web site includes member/partner profiles, information on joining the council, and a list of upcoming events.

Minnesota GreenStar is a green building standard and voluntary certification program for both existing and new homes that promotes healthy, durable, high performance homes. The architect, designer, builder or remodeler is provided green building training, registers the project, completes a checklist, designs the project, gets construction plans reviewed, and the project is built. Before, during and after construction, a third-party rater tests the home and verifies performance to MN GreenStar standards. Upon passing, the home receives Minnesota GreenStar certification at either a bronze, silver or gold level of achievement.

The program’s checklist and manual for both new and existing homes is available online. The web site also provides information on registering your project, including a registration fee schedule and the cost of training. Though not yet available, case studies will apparently be included on the site under “About GreenStar” in the future. In the meantime, check out the “Project Spotlight” section under “News & Media,” which currently features one gold and two bronze-level projects with photos from the sites. The gold-level project–Live Green, Live Smart’s Sustainable House–is Minnesota’s first remodeling project to achieve Minnesota GreenStar Gold Certification and the nation’s first home remodel to achieve LEED Platinum certification. The home achieved the highest level of efficient design in both programs.

The Great Lakes Regional Pollution Prevention Roundtable (GLRPPR) has developed a Topic Hub on Sustainable School Design that addresses many areas, including: indoor air quality; energy consumption and options; construction materials; education materials; water use; waste management; transportation; community interaction; landscaping and the building envelope. It draws upon the myriad resources available to school administrators, school boards, and community planners with the hope that these tools will guide the design of more optimally sustainable schools. The Topic Hub deals with the big issues of construction and retrofitting, siting and commissioning, and actual design of new and remodeled schools. Pollution prevention opportunities and alternative technologies that include lighting, acoustics, air quality, and well-being needs for students and school staff for a healthy and safe learning environment, are presented. Case studies and a glossary of terms are also provided, as well as a “Curricula” section that focuses on teacher training, classroom curricula for grades K-12, college and graduate level programs, community outreach, student-led community projects, and administrator education related to sustainable development and building design.

Happy St. Patrick’s Day! For those of us of Irish descent (and those who pretend to be Irish, if just for today), I thought it would be appropriate to spend some time considering environmental initiatives in Ireland. Here are a few examples of green activities on the Emerald Isle:

• Wind Power: According to Sustainable Energy Ireland, “wind energy provides electricity to the equivalent of 40 million European citizens, and wind farms in Ireland supply enough clean green power to support over 146,000 users.” Their web site provides an interactive map of existing wind farms in Ireland (as of April 2007). A recent post on the Green Tech Blog (“Ireland: Where Wind Power is King” by Michael Kanellos) discusses the great potential for further wind farm development on the island, both on and offshore.
• Cultivate Living and Learning Centre: The Cultivate Centre in Dublin serves as a hub for environmental activities and ideas. Their web site provides a green map of Dublin; environmental workshop listing; a directory of schools, businesses and other organizations in Ireland that are teaching or training and have principles of sustainability rooted in their mission and strategies; information on energy issues and climate change; and a host of other resources. The themes addressed in their educational programs include green building, permaculture and organic gardening, renewable energy, energy conservation, and rethinking urban design and planning.
• Cleaner Greener Production Programme (CGPP): This program of Ireland’s Environmental Protection Agency encourages Irish business and industry to produce goods and services in more environmentally friendly ways. That agency defines “Cleaner Greener Production” as “the application of integrated preventive environmental strategies to processes, products and services to increase overall efficiency and reduce risks to humans and the environment, for example: (1) Production processes: conserving raw materials and energy, eliminating toxic raw materials and reducing the quantity and toxicity of all emissions and wastes (2) Products: reducing negative impacts along the life cycle of a product, from raw materials extraction to its ultimate disposal (3) Services: encouraging and supporting the development of higher environmental performance in the service sector, by incorporating environmental concerns into designing and delivering services.”
